Is it possible to file a TRO against someone in another state?

I live in California and the other party is in Washington state.

Yes, but you have to obtain the restraining order from a court in Washington that has jurisdiction over the respondent and you have to show a legal basis for the order such as harassment or domestic violence.

The only court with jurisdiction over the Washington Resident is the court in the Washington County where he or she lives.

If the other party is served and the "acts" took place in your jurisdiction, then yes, you can attempt to get order. Problem is usually "proof of service" on out of state resident

Unlikely to be granted, unless the harassment is form telephone calls or emails, and you would probably have to file in Washington. You could try it here in CA and see if it flies.
