Should my son hire an attorney if they only smelled alcohol?

My son was arrested for suspicion of driving under the influence. The officers said that they could smell the alcohol on his breath even though he did not blow. My son is convinced that he does not need a lawyer because he did not blow. Is this true? I would rather be cautious about this because I know that it is a serious crime.
